Regulation of motorized bicycles in Costa Rica: new 2025 rules

The regulation of motorized bicycles in Costa Rica took a major turn in April 2025. A new legal reform aims to organize their circulation and improve road safety. These measures respond to the growing use of motorized bicycles, especially in urban areas. Their low cost and efficiency have made them an attractive alternative to public transportation.
New rules in effect since April 2025
Authorities approved the Traffic Law and the Law on Cycling Mobility and Safety reforms. Motorized bicycles must now respect a maximum speed of 25 km/h on flat terrain. In addition, wearing a helmet, and reflective vest, and keeping lights on at night is mandatory.
It is also forbidden to ride on bike lanes, sidewalks, and bicycle-only areas. Only factory-made electric-assist bicycles are allowed. Those with handcrafted combustion engines have been completely excluded.
Is a license or plate required?
For now, no license, plate, or technical inspection is required. However, this may soon change. The Consejo de Seguridad Vial (COSEVI) is working on a regulation that could introduce these requirements, especially for bicycles with factory-installed combustion engines.
Penalties for non-compliance
Penalties are already in force. Those who fail to follow the new rules face fines exceeding ₡23,000. In the event of an accident, the user could also face civil or criminal liability.
Outlook and public opinion
While some celebrate the regulation of motorized bicycles in Costa Rica as a step forward for safety, others believe more is needed. Several groups propose requiring an A1 license and liability insurance to protect third parties.
For now, COSEVI and the MOPT continue discussions with various stakeholders to strike a balance between accessibility and safety. More than 30,000 people rely on motorized bicycles for work, so future decisions will have broad impacts.
The regulation of motorized bicycles in Costa Rica marks a necessary change to keep pace with the growth of this mode of transportation. Clear rules on speed, safety, and circulation already exist. However, new requirements similar to those for motorcycles are expected. Staying informed and complying with the regulations is key to avoiding penalties and contributing to safe, organized mobility.
